摘要： 本文提出全局优化的一类新的水平值估计方法，研究了方差方程的根与原始问题的最优值之间的等价性，并通过 $\nu$-方差函数的研究，得出了相应的最优性条件.  

Abstract:  In this paper, we propose global optimum conditions of a new class of level-value estimate methods for global optimization. Through researching into the equivalence between the root of variance or the $\nu$-variance function and the optimal value of the original problem, we get the corresponding optimum conditions.
